Either Flynn or Penders. Probably thought "Bunch of bad people" and stuck with that.

Hooligans are bad but in a different sense of the word, as in bad at what they do than who they are.

May be Americans don't perceive the word "hooligans" like we do.
Or they thought hooligans are still pretty tamed compared to their "gangster".
