Title: The Top 100 SEGA Games - Discussion

So this spun off from discussion in another concerning a certain gaming site making the IGNorant decision to not include a single SEGA game in their top 100 games list. Of course SEGA is deserving of several spots on such a list, being one of the oldest gaming companies in the industry and one of the most innovative.

Instead of continuing to complain about those IGNoramuses, let's make our own list of The Top 50 SEGA Games. Why 50? Because it is the most manageable number to work with, and who knows... the tally could yield a little more than 50. One thing: we need a lot of voters for this to work. So this will be a long running thing, and I urge you to tell your friends to join in the vote.

How voting works:

The top 50 list will be decided based on contributors listing their top 25 games, with the #1 slot being the list makers favorite game and going in order from there. The more people involved, the more varied the games and the more accurate the final list will become. Lists MUST have 25 to qualify. All lists should be submitted in this topic, and obviously it is one list per person. Once we reach a comfortable number of lists, voting will close. Please read the rules below before making your list.

Game selection rules:

Any game to have been developed internally by SEGA or published by SEGA from 1960 to October 19th, 2015 are eligible.

Eligible games MUST satisfy at least TWO of the following three qualifiers:
• Published by SEGA
• Developed by SEGA
• IP owned by SEGA


I know people will complain either way, but in the end it will just be too difficult to police each list and call out games like Vanquish or Hell Yeah! or ToeJam & Earl or Ecco the Dolphin. I do not want to have to educate every list submitter on internally developed vs. externally developed and funded by SEGA and published games and I do not what this tread to revert to such a debate.

If it will appease those who wish this was only internally developed, I will denote published or developed in the final list and I will make a list of only the games developed internally by SEGA as well. Also, if you are opposed to published games, don't include them in your list.

Atlus games are not eligible.

Games in which SEGA owns the IP but neither developed the game internally nor published it are not eligible. So Bayonetta 2 can not be listed, Shenmue III would also not have been eligible.

Games SEGA developed but did not publish are eligible.
Like F-Zero GX.

Games featuring SEGA cameos (playable or non-playable) that are not developed or published by SEGA are not eligible.
So no Project X Zone or Dead or Alive 5.

In regards to development teams that existed prior to SEGA and were since bought by the company, only the games released after SEGA's acquisition are eligible.
Following SEGA's acquisition, they are deemed internally developed. Atlus is the exception, as noted above. Example: The first Company of Heroes is not eligible, but the sequel is.

Games ported or remastered to multiple platforms will all count towards a single game, and you can only have a game on your list once.
So do not make a list including 3D Sonic the Hedgehog 2, Sonic the Hedgehog 2 (Genesis), and Sonic the Hedgehog 2 Stealth/Taxman. Shenmue II (Dreamcast) and Shenmue II (Xbox) are not separate games. Sonic Adventure 2 and Sonic Adventure 2 Battle are not separate. Same goes for recent HD rereleases of Dreamcast and Saturn titles. Makers of lists with multiple versions of games will be told to revise and resubmit. If you only have a game listed once, but denote the version or platform, it's not a problem.

Games that are vastly different but share a title can be listed twice.
Examples: Sonic the Hedgehog (Genesis) and Sonic the Hedgehog (Master System) are okay on the same list. Same goes for versions of arcade games on consoles where they are not ports, but rather are newly developed versions of the game. Space Harrier (arcade) and Space Harrier 3-D (Master System) are okay – Space Harrier (Saturn) or (32X), however, will be counted toward the arcade release.

Games with multiple updates or versions will count towards one game with few exceptions.
Phantasy Star Online and Phantasy Star Online Version. 2 will count as Phantasy Star Online. Phantasy Star Online Episode III: C.A.R.D. Revolution would count as its own game due to the drastic gameplay differences and standalone nature.


Revisions of games are not considered separate titles. They all count towards the base/core game.
Examples: After Burner and After Burner II count toward After Burner and only one may be on a list. But After Burner Climax and After Burner (Master System) are a sequel and a vastly different version respectively. Other examples: Galaxy Force and Galaxy Force II. Virtua Fighter revisions (Virtua Fighter 5, Virtua Fighter 5 Online, Virtua Fighter 5: Final Showdown) count toward the core/base game, but sequels are considered separate titles. OutRun 2, OutRun 2 SP, OutRun 2006: Coast to Coast, OutRun Online Arcade.
If you have questions about what games are considered revisions, please ask!

Compilations (multiple games on a single disc or cartridge) are allowed.
But be aware that listing a compilation gives that compilation a vote, not the individual games. If you really love a few games on Sonic's Ultimate Genesis Collection, you'd be better off listing those games but you can also list the compilation if you believe it is worthy of a top games list. Some compilations border on what is described as exceptions below, so if you have a question about a specific release please ask. 

2 in 1 Game Boy Advance cartridges are not allowed.

Jet Set Radio Future / Sega GT 2002 combo disc is not allowed.

Multi-disc collecitons in which games are given their own discs are not allowed.
Example: Sonic Mega Collection Plus and Super Monkey Ball Deluxe are the individual game discs in a case, sold as a budget title. Space Channel 5 Special Edition for PS2 are individual game discs of Part 1 and Part 2. Sakura Taisen Complete Box are the individual game discs in one box.

The Sonic the Hedgehog 3 & Knuckles rule: Sonic the Hedgehog 3 & Knuckles will be deemed a single game. To avoid issues with Sonic the Hedgehog 3, Sonic & Knuckles, and Sonic the Hedgehog 3 & Knuckles, only one will be allowed on a list and the game will count towards Sonic the Hedgehog 3 & Knuckles. Scoring works as follows (to be handled by me):

Game #1 on each list is worth 25 points, #2 is 24 points, #3 is 23 points all the way to #25 which is 1 point. Games that do not appear on your list obviously receive zero points for that list.

Highest base point total wins, with the tie-breaker being the number of lists a game appeared on. The double-tie breaker goes to the episode with the higher individual ranking on any of the lists.

I'm assuming it's because at this point every single Atlus game that has come out under the Sega banner was already in development long before the acquisition.


Barry, this is going to come up in every list but how should Sonic3&Knuckles be handled?

Atlus is not being considered as while they are now SEGA owned, most of their titles are still marketed and published under the Atlus name. It's not as though Company of Heroes 2 or recent Total War games have Relic or Creative Assembly listed as publisher, SEGA fulfills that role.

I'd also argue that even now, Atlus development is still considered internal Atlus development. Atlus is just too much of a special case where SEGA not only acquired studios, but also the publishing arm and (thus far) have retained the Atlus brand. Also, to Radrappy's point, every game released thus far have been in development before SEGA's acquisition.

As for Sonic the Hedgehog 3 & Knuckles.... I think we should allow it to be entered as a single game. I'll make a special note of it.


My reasoning is, a majority of voters will likely pick both games and will place them next to one another. While yes, they both function independently, the full package features the complete experience and I think it will help in removing the stress of deciding which half is better and clear up the issue of fans potentially listing Sonic 3, Sonic & Knuckles, and S3&K in three slots. If there is somebody out there who loves one game, and despises the other, and refuses to list both... they have issues.

What are your thoughts on compilation releases in which the games themselves are simply each on their own disc? I'm struggling to decide if these should be allowed under compilations or not.

Case in point: Space Channel 5 Parts 1 and 2 for the PS2 isn't so much a compilation as it is a combo release, as each game have their own disc. There is no central hub from which you access both games. You are simply buying both games in a single box. Same goes for the Sakura Taisen Dreamcast release, which bundled all the games individual discs in a box.

Also, what are your thoughts on 2 in 1 GBA carts? They are not so much compilations as they are both games ROMS squeezed onto a single cart (like Sonic Advance and Sonic Battle).

That's fine, I won't beat the point the death. I just hate reading online about how Sega sucks, but Persona 5 is going to be the best game ever. In my books, if Sega owns the IP, it's a Sega game even if my uncle is the publisher.



Also, compilations should not be allowed as a single entry. Each game should stand on its own. Like you said, it's pretty much just stuffing roms with maybe a hub world to select which to play. They shouldn't count as single entries.

Persona 5 wouldn't be allowed on the list anyway given it releases in 2015, but I hear you. My reasoning for not allowing Atlus was that, while they are owned by SEGA, they still very much retained their structure even down to the publishing arm. Atlus developed games are still published by Atlus, however Relic games are now published by SEGA and not THQ.

Who knows, things may change and SEGA decides to publish Atlus developed games under SEGA, but for now SEGA went to the extra effort to keep the two publishing arms their own brand and I think for the sake of this list we should keep Atlus out of the running.



haha Im not sure.  I'm actually pressed for space and am considering folding sonic 1 and 2 into Sonic Jam.  But if that's not allowed I'll make do. 


It's totally allowed! However be mindful that a vote for Sonic Jam is a vote for Sonic Jam, not Sonic 1 or 2.  ;)

Sega has said on record that they're learning from Atlus, not the other way around. They're completely independent from Sega and their connection is tenuous at best when it comes to everything about publishing and development.

Potentially, I'll let you know. My only concern is that I don't frequent TSS forums and I want to be able to field any questions people may have about specific games. Also, I want to make sure people aren't cheating and submitting lists twice - here and over there.

Well it's near impossible to push a thread in reddit, and you obviously can't trust 4chan, so Neogaf's the only big gaming forum left, and besides there's a ton of Sega fans at Neogaf.

Barry one thing to make a note of Sonic & Knuckles is that is actually functions as three games. The full package, Knuckles in Sonic 2 and the endless special stage in Sonic 1, but I agree to avoid the muddling that it should count as one (S3&K) game at this point.

Does anyone here have a Neogaf account ? If we host the poll there we surely can get a ton of votes.

I'd rather people post here (it's not difficult to make an account, and they don't have to stay. George and I don't make money on traffic, so this isn't a ploy to increase visits... though if people stay for SEGA discussion the more the merrier).


Re: Knuckles in Sonic 2, I think we can just consider that to be a part of the Sonic 2 game. Doesn't need to be mentioned on lists, but it is an expansion of the game and can be deemed a version of it just as Sonic 2 iOS and 3D Sonic 2 all count toward Sonic 2. I should also note that a bad port does not invalidate a game's quality. The original iOS Sonic 1 and 2 and the GBA Sonic 1 are crap, no question, but the game itself is the focus and if the game exists in a better state then obviously we are referring to that. The core/base/original game.

If there are some great games missing, it's because I haven't played them.  Actually going to use these lists to prioritize which great Sega games to play that I've missed out on.  I actually ran out of space really damn quickly and a few games I absolutely love didn't even make the list.

It says something about the quality of SEGA's games that even with a list of 25 we are sad to not be able to include more.

Sonic & Knuckles Sonic 1 Special Stage Mini game and Sonic 2 with Knuckles is basically equivalent to DLC. Now S&K with Sonic 3 would count since its basically Sonic The Hedgehog 3 as the entire game.

I like to refer to Sonic 3 by itself as just "Sonic 3" and Sonic 3 & Knuckles as Sonic The Hedgehog 3.

The closest, TRUE SEGA community would be Dreamcast-Talk. They're a 99% pro Sega community.

it's just so good honestly, like it's super simple to understand but hard as nails to get right, and i'm absolutely in love with its art style. it's just so fun

honestly it was a real tossup between either that or gain ground taking number six, but i managed to compromise

A+ on keeping the ellipses on Nights.

i'm not too much of a stickler for that sort of thing in casual, but it pisses me off when people get the name all wrong when they're otherwise all formal. same for EarthBound and MOTHER, i usually don't care, but when we're talking proper about it, i hate seeing the name typed wrong.

I won't lie, this list was harder to make than I expected, I thought I could easily come up with 100 games, but only to find those companies were not subsidiaries of Sega, nor were the games Published by Sega. Instead I struggled to make this list, but here it is.

I love the style of the Virtual On series, but have never really been good at it, so it didn't really spring to mind. Truthfully there are a ton of excellent games that can't make it into a list of 25... trying to make a list helps me appreciate what Sega has achieved over the decades.

Hmmm... that is a tricky one. In the case of something like the Virtua Fighter games, I'd group all revisions under the core game. Same with After Burner and After Burner II and Galaxy Force and Galaxy Force II.

So when it comes to OutRun 2, there was later OutRun 2 SP which I'd deem a revision.

OutRun 2006 is split into two parts: A faithful conversion of OutRun 2 SP (which itself includes the OutRun 2 levels), and "Coast 2 Coast". I guess that could be deemed an additional revision. OutRun Online Arcade, meanwhile, is partially based on OutRun 2006 and contains the fifteen courses from OutRun 2 SP.

If it is alright with all of you, I will deem OutRun 2 to include OutRun 2006 and OutRun Online Arcade, with the latter two thought of as revisions and ports.

So putting this list together proved to be difficult, and I might tweak it tomorrow as I feel making it at work during my lunch break wasn't the best idea. Weekend Barry thinks very differently from Work Barry. Anyway, it's tough as in the back of my mind I'm thinking "you gotta make the best of all time list!" but in the end these are my personal favorites. I love Panzer Dragoon... but there are about 25 games I enjoy even more. Just goes to show SEGA's quality output over the years.

If I had to make a purely subjective list, it would probably look something like your's, Barry. Mine was mainly just a "which are the best from a design standpoint", not really from a "which do I like best", standpoint. If that were the case, Jet Set Radio would've definitely been #1.

Myself and a friend of mine poured more time into the original Phantasy Star Online on Dreamcast and again on GameCube than literally any other game. We spent an entire summer break from school held up in a smelly dank teenager bedroom playing PSO, drinking and eating junk food. A golden era of gaming for me.

Sorry. I played it alot on Sega Channel during '95. Maybe its because alot here have never played Sonic Mega Collection/Plus.

It came out at an awkward time, very late in the 16-bit cycle. I know it's beloved by those who have played it, but I don't think it had as big of an audience as it would have had if it could somehow have come out two or three years earlier.

So pcm92's list is making me think we might need a new rule... but I want some input first.

I know I said SEGA developed and published games were fair game, but I failed to think of the many many games that were published by SEGA in the home console era that SEGA played no part in developing. Should the likes of Quake and Mortal Kombat and Prince of Persia be eligible?

First off, from what I've found SEGA played no part in developing or publishing Mortal Kombat. Same deal with Prince of Persia. Only the MEGA CD version in Japan had SEGA involved as a publisher. Even then, none of these games – in my opinion – qualify as SEGA developed or published. SEGA doesn't own any of these IPs.

My issue also is that in the case of Quake, while SEGA did publish it for the Saturn, it is just such a tenuous connection and I feel it just takes advantage of the rules on page one. I feel that there is a loophole here that needs filling.

No way.  If they didn't even develop it, only games that Sega published AND hold the copyright for should qualify. 

A good example is the Guardian/Gunstar heroes franchises.  Both of these ips are owned by Sega despite Treasure developing them.  I don't know what the source is for this but on the wiki page for Advance Guardian Heroes it states: "Since Sega is the original copyright holder and wasn't interested in assuming the production of a sequel, Treasure had to license the intellectual property from Sega in order to carry out the game themselves."

The same thing happened with Bayonetta 2 more or less, Sega just had to give permission.  Both Advance Guardian Heroes and B2 don't qualify right now for the reason that Sega did not publish or develop.

I think that is a fair way to put it. I know there are oddities, like ToeJam & Earl, but simple knowledge of the game's development point to it being eligible despite SEGA not owning the IP as they played a crucial role in the game becoming a reality. But I think we will take on the oddities with a case by case basis.

Quake: SEGA published, but did not develop or own the IP - not allowed

Castle of Illusion: SEGA developed and published, but does not own the IP - allowed
ToeJam & Earl: SEGA published, assisted in development (approved and paid for the game), but does not own the IP - allowed

I think this could work.

Yours is the first list that I found a handful of games that do not meet the criteria, and it was only due to the issue with third party developers and IP ownership. It was in no way me targeting you, and a revised list would be much appreciated. I'm not out to get anybody, just making sure the lists are in line with the rules. I'd love it if you could resubmit, but if you choose not to it is your choice.

I think a major reason is that such games are so hard to come by (or were, before emulating) and SEGA CD hardware wasn't all that widespread. I'll bet that games like Jet Set Radio, NiGHTS, and Sonic Adventure 2 have the recent HD rereleases to thank for inclusion on some lists.

Ah come on, man, taking it into 2016 is going to be too long to wait. I think it would be cool to end it at the New Year at the latest. There's plenty of time for everyone who's interested between now and then.

I guess one of my concerns, aside from just being excited and impatient about it, is that currently everyone's just coming up with their own personal preferences. But the longer something like this goes on, the more possibility that some particular fan community will mobilize some kind of campaign on it. Suddenly you've got all 380 die-hard fans of Teddy Boy spamming the poll. (P.S. no offense to Teddy Boy fans or Teddy Boy himself)

I agree Sega CD hardware wasn't widespread, however it is still my all time favorite system of theirs combined with the Genesis. So many awesome games, and so much potential that was just abandoned.

I like seeing the games that show up on most peoples' lists - but I really enjoy seeing the outliers, the rare ones that are just on one or two peoples' lists... those games that may not be universally considered classics, but were deep and resonant with a few people nevertheless.

I was shocked to see Quackshot on another list. It's a great platformer that deserves more love. Dare I say it... Quackshot runs circles around Ristar.

Also, at the rate I'm getting lists after only one tweet and facebook post, I think I will close voting on December 31st, 2015. We're now at 20 on the front page (minus a few people who didn't follow the simple rule of 25 games in an order).

Personally I'm enjoying seeing how people rank the games that have had sequels... Jet Set Radio, Shenmue, the VF series, Yakuza series, Shinobi series, etc. And whether they rank them closely with each other, or it's not even close.

How do Sega published Treasure games work for the list? With some games they are not listed as developer but assisted Treasure in the development process. Something like Dynamite Headdy they published and own the ip, so check. But what about a game like McDonald's Treasure Land Adventure?

In reading up on it and checking the credits, I'll allow it. SEGA commissioned Treasure to make it utilizing the McDonalds license and SEGA published it. So it ticks off two of the three qualifiers. SEGA invested in it, its not as though without SEGA, Treasure and McDonalds would have released it.

These sort of games are tricky to find out if they are Sega games.  Games like Gungrave, Otogi and others, have only the Sega involvement with distrubuting it to western regions.

A majority of the games that have debatable ownership have hardly appeared on more than one list, so the possibility of them even making the final combined list is doubtful.

I've also noticed some lists on the front page, not here in the forums, that either have the list maker clearly stating that there is no order, or they go alphabetically, or (most bizarrely) they include way more than 25 by having .5's and .25's and 0's. These lists are going to be ignored in the combined list. I know these people spent time and energy to make their lists, but if they don't follow the simple rule of 25 games in order from 1 to 25 then I can't use them.

I personally think it should be a stickied article, where it states it is "as voted by the SEGAbits community" and be real in depth, including the team who made it, the box art, and whatever sequels came out from it.


That way, people who read the site can also see what the fuss of SEGAs games are all about.

So far, yes. I'm actually surprised to see a few games doing so well, and am equally surprised that a few games aren't receiving more votes (though I am only 1/3rd through). A few modern games are clear favorites. Oddly, quite a few people listed Initial D arcade but no two people have listed the same "Stage" (I guess the revisions/sequels).

Maybe it would be for the best to consider some games as "series", especially ones that don't differ that much from each other.

Say, Virtua Striker doesn't have much differences between versions of the game. A vote for Virtua Striker 2 could count the same as VS4, as it would still be relevant

I could probably do series seperate, though at the moment it is pretty clear which game of a series is the most popular so I don't think any game needs a bump from another game in a franchise. I'll likely make some interesting infographics down the line, showing the most popular third party era games as well as how weighted older titles are compared to modern day.

My excuse is that 2016 was very busy, between moving, buying a house, getting a new job, travel, other site stuff, etc. My plan was to have this all compiled and released by mid-2016. Voting lasted until early/mid 2016 so I could get as many lists as possible, and the turnout was much more than I expected. The good news is, 2016 was a dry year for SEGA, so the gap really hasn't skipped any potential list making games.

HOWEVER with SEGA starting to release some really great games in 2017, my plan is to have this done and posted up with fancy game descriptions and such by March, to get it up and posted before Sonic Mania, Yakuza Kiwami and Valkyria Revolution release. I also hope to get some interestined data out of it, like most popular franchises, most popular games by console/decade, etc.

As such, consider "Our 50 Favorite SEGA Games" to cover SEGA games from 1980 through to December 2016, with anything after that missing the list deadline (so don't expect to see Yakuza 0).

I'm going through the 100 descriptions for grammar and am making sure I listed all the dates and platforms correctly, also I plan on adding hyperlinks for each game title so that people can click over to articles about the games.

But the Top 100 will post Tuesday regardless of if I finish the above and I'll just continue to clean it up over the week.

Personally I didn't like it as much because the city layout was more grid-like and flat. I missed the big hills and curving roads from the original. Overall I liked Crazy Taxi 3 the best, because it had the original map plus the crazy hop from 2, so you could go driving on rooftops. But if I had to guess I'd say the original is going to rank highest on the list. As for now, only Barry knows for sure. He's been guarding that knowledge like a dragon sitting on a pile of gold and jewels. Next week, we step into Barry's mind!!!

I'm also curious to see Jet Set Radio vs. Jet Set Radio Future.
