This was also the first time I've seen it.
The zombies somehow look more like ghosts than zombies.

Likely an artist who was pretty good at art but had little direction to go with.

May be the artist never played the game.
(lot of cases like this back then,
they're only given very few photos about the games (screenshots) and asked to draw based on that).



Or may be because of time retraints, just like the famous Megaman cover.

He's only given few hours to draw this before deadline so the blame's not on him.

Unknown by public, only Keiji Inafune himself (and probably just a few Capcom staffs) knows who he is and how he is right now.

I like how he was a friend of someone who probably knew the character well, but was still put on the spot to make the cover art in a day. Either Inafune was a jerk not poviding him some demos, screenshots or even a byro sketch, or the artist was like:

Inafune: I know this is last minute, but I need you to make cover art for the Megaman game by tommorow. I can provide you some screenshots to help with-
[Unknown artist]: "Nah, I got this." 8)
Inafune:N-no, I don't think you got-
[Unknown artist]: I said I got this.


[Unknown artist]: I don't got this. :'( Oh well, maybe no one will know?

Just because he's a friend doesn't mean he lives closes by so may be he couldn't provide the demo in just six hours anyway.
This wasn't the time like right now where everything could be sent via internet.

No one still don't know the artist's name though, his secret is safe.
