I believe it was included in the beginning of brainstorming but then it got eliminated in the process since they got to limit it into 6 stages (Space Colony Ark, Rail Canyon, Sunset Heights, Kingdom Valley, Chaos island, and Radical highway) and 4 bosses (Biolizard, Metal overlord, Mephiles, and Devil Doom). I think they are all very well picked, but let's say if you got in charge, which stage you would replace with something from Shadow(2005)?

Yet Chaos Island, from a game Shadow was never in, made the cut?

These design never showed up in any Sonic games/cartoon/comic before. I don't even know what "Luminosity" is.

Probably it's a mandate from SEGA to include a stage from Sonic Frontiers.
Frontiers was such a success that SEGA's always happy to share it again and again in their X & FB account.

Meanwhile, Shadow Generation could have Radical Highway as the first stage after Space Colony ARK followed by Rail Canyon, shift things along up until the Black Moon stage which can be Black Comet, a stage that make so much sense for Black Doom to favour over Radical Highway.

They've already made Sunset Heights and Chaos Island for Shadow Generations. They could've just copy-paste Sunset Heights and import Chaos Island to Sonic Generations and modify it for Sonic.
they would just need to work on a stage representing Sonic Lost World then.

Besides, Shadow Generations was the only incentive to buy Sonic Generations along with it. If they were willing to rewrite the script for the game, then they could've added more to it if they wanted to.
