I've heard of this and honestly, I find it kind of unfair and pointless.
Not all Russians are pro-war, there has been large protest groups in Moscow calling out against Putin's decisions, with some Russins wanting Putin put out. Of course, their protests are in absolute vein given the only attention Putin is giving them is the police to arrest them.

Putin and the Russian leaders don't play games and don't watch movies,
it won't do them any justice.
Meanwhile those movie-goers and gamers who didn't support Putin have to be punished for something their leaders do.
