Cover arts are doing by many different artist, they're not reflecting the in-comic artworks.

I believe you haven't.
My opening starts with a "colourful storm" over Gotham, with lightning of different colours. Then, a warp opens up and Sonic is shot from it.

his first guess was Speed Highway but he wasn't familiar with the buildings. Then he encountered Bane who was doing a crime and had someone at hostage, Sonic saves them.

O-OK, that's all I thought of so far... But the premise is the Chaos Emeralds have arrived on DC Earth and their presence on Earth is causing a severe disruption to the Seven Forces of the Universe, in a way, effectively nerfing various superheroes by making their powers unpredictable. Such as slowing down Flash enough to make Sonic relevant.

DC villains who have found Chaos Emeralds discover that the emeralds can enhance their powers or various machines.

Meanwhile, Dr. Eggman and Lex Luthor teamed up, pretending to be buddy-buddies while comparing their dick-length brain-sizes every now and again.

Lex: "This is Metropolis. I run this city and the capital of my corporate empire."
Eggman: "Where i am from, I literally built Metropolis. It's the capital of my actual empire."
Lex: "I have an IQ of 192!"
Eggman: "Aww."

Yeah, I'm thinking Dr. Eggman helps the Legion of Doom. Lex Luthor either double-cross Dr. Eggman and fails by being severely outsmarted, or Dr. Eggman betrays Lex Luthor with ease.

Eitherway, I like the idea of Dr. Eggman and Lex Luthor being partners, but constantly have a pissing contest of intelligence who Dr. Eggman is leagues ahead of Lex Luthor.

I mean, Lex Luthor runs a corporation that funds his operation, Dr. Eggman is practically 100% self reliant with no paid employees yet runs an automated empire.

Eventhough they're both mad scientists and almost have same personalities, they're both also different in term of purposes which makes them kinda hard to work together.
