The game was just announced last Thursday, and from what we've seen so far looks like it's going to be brilliant. They've addressed all the problems that people had with the last game, and this really does look like what a KOF Re-Birth should be.
STORYLINE

The event had a trailer which revealed that the storyline will continue in this game, meaning that the 'Ash Saga' should come to an end. Not much else is known, but it did have a funky little intro/trailer showing 'The Ones from the Past'

GAMEPLAY/ENGINE
The game will feature lots of new moves for existing characters and has also undergone a complete overhaul from KOFXII. Most notable is the zoom in/out feature has been scrapped and the Custom Combo system is also gone. The game plays more like classic KOF games now, particularly 2002 from what i've heard.
Confirmed new moves include: Terry's Buster Wolf, Mature's moves (Death Row, Ebony Tears, Nocturnal Light), Raiden's Crazy Train.

Here is a more comprehensive list of changes to the game/characters etc:
SYSTEM
- All KOFXII systems (CC, sousai, guard attack) have been removed
- Backstep probably can’t be shortened either.
- Throws are back to lever + button motion
- Kara cancels are possible again.
GAME SYSTEM
===========
8- way lever + 4 buttons.
COUNTER HITS
Counter hits have a blue effect when they occur, similar to KOFXII but the effect isn’t the same.
A few counter hit animations are like KOFXII but the window is short, sort of like the interval between dashing and doing a strong attack.
GUARD CRUSH
Guard meter under the lifebar, your guard drops when it becomes empty. However at the current time it seems to recover much faster than it’s lost, so there haven’t been that many guard crushes seen. On top of that it looks like the guard crush window is very tight so it’s very hard to take advantage of it. Wondering if drive attacks will have a bigger effect on the guard meter.
GUARD CANCEL
Revived from older games. Costs 1 power stock. Does damage, but not possible to KO with it.
STUN
This has also returned. However unlike XI there’s no visible stun meter so it’s not possible to know when it’s going to happen.
POWER GAUGES
Return of multiple power stocks. You get one additional stock per team member that you lose (much like earlier games). Feels like they charge up faster than in previous games.
EX SPECIAL MOVES/DESPERATION MOVES
Use 1 stock to do powered up specials or DMs. The powering up depends on the move – might be more damage, invincibility, etc.
EX specials have a blue shadow sort of effect to them while EX DMs are red (versus yellow for regular DMs)
DRIVE GAUGE
Green gauge above the power gauge. The length increases by 50% every time you lose a character (so that the gauge is twice as long when you’re down to your last character). Fills up at about the same rate as the power gauge, so pretty quickly. However, whiffing special moves will not fill the drive gauge (although it still fills the power gauge).
DRIVE CANCEL
Can be used as soon as the drive gauge passes 50%, which means that on your last character it can be used up to four times.
You can cancel special moves as well as command moves that couldn’t normally be cancelled into other special moves and DMs.
HYPERDRIVE MODE
Press BC when the drive gauge is maxed out to activate. Your character will have a sort of hazy afterglow and will be able to do as many drive cancels as he wants. The gauge doesn’t fall faster if you do a cancel like in ‘02. However if you take any damage the mode ends.

I don't like Mai's new sprite, and not because of the jiggling (though that is pretty awful, too).
I just don't like how she's got terrible posture... it hurts my back just looking at it. x__x It's gotta be killing her.

I actually like Mai's new pose, it really makes her stand out from the rest better.
Really happy with King and Yuri's return as they are probably my favorites outside of Andy. I could probably list twenty more characters I want though.
And glad to see Ash will not be around much longer, cannot wait to get rid of him.

95? I haven't played that one, but so far '98 UM Is my fave, huge and great roster, relatively balanced and has awesome music.

I'm mostly interested in King though, use her a bit in KOF'98 and she looks great in the new style especially.
Anyone listened to the music on the Official Site yet? It sounds really great! They've really pulled out all the stops this time it seems.
I also forgot to mention that each character has 10 different pallette swaps to choose from, there are some pretty funky ones in there, like Robert and Terry having look alikes, King having a Kula look-alike and Benimaru looking like Jax from MK of all things. :?:

Also, look as to how the health bars are broken up, reminds me of the bars from Garou. Any chance we can get some features from that in here??

In the OP you can see the colour select at the Character Select Screen, but I don't know of anywhere that has a comprehensive list. I got the ones I mentioned from notes and reports from location tests etc. I know each character has ten at least, some are pretty cool ones too.
As for Garou, I don't know of any TOP System like features, but this is just beta form atm, so they might have some new stuff left.

Not particularly. If she can handle getting repeatedly grabbed by the neck and slammed into the ground by Raiden, she'll be okay.
Anyway, I kinda like the way they made that sprite, after all the 'NO MAI NO BUY' crap that KOFXII recieved it seems like they said "You want boobs? Fine! Here's some super cleavage for you!"
BTW, Raiden has the best block stance ever. He just grins and blocks nothing but his 'nads.

I don't think she'll be able to fight back soon, either. She'll be in too much pain. Then her opponents will be able to deal crippling blows. If you don't speak out against this terrible posture they've given her, then you may as well get her wheelchair ready... =(

Takuma looks great, but I am not digging Vice's look. Not sure what it is, but I do not think she looks right.

I actually felt the other way around. I like that Takuma isn't a headswap of Ryo, but I think his stance looks really weird, mainly the way he's standing on his toes. I do like that made him look buff/larger than Ryo though, he's meant to be a fucking beast after all.
Vice is a headswap of Mature, but I like that she has a cool stance and seems like she has most of her old moves like the Snake Arm throw, lightning leg thing and her grapples. Hope she still does that cat-like pose and moan.
Pretty sure the next revealed Character will be Hwa Jai and then we'll get K', Maxima and Kula/Whip.

They are smaller on screen if thats what you mean, since most fans didn't like the zoomed in look of XII. This way it's more in line with the older games in the series.

It's all about doing as much as possible with as little as possible for SNK at this stage. Hwa is just a head-swap of Joe, so he's far easier to make than someone like Duck King. He seems like he might be pretty cool though, drinking beer to power up his attacks and all that is pretty interesting at least.

That is to say, they have bigger fish to fry.

Capcom would make it 3D which I wouldn't want, and if you want to talk headswaps, look at Ryu and Ken (and Akuma, and Dan...).

That is to say, they have bigger fish to fry.
I don't think they would abandon it completely, SNK has Terry Bogard, Kyo and Iori, they are pretty Iconic fighting game characters and if Capcom were to buy up SNK they wouldn't let them go to waste.
Not to mention KOF is pretty huge in South America, Korea and China, so I doubt Capcom would throw that away.

Ehh, MVC2 is okay, but I don't really have time to practice for hours and hours on end in training mode to learn those infinites and assist combos. The game feels like more of a chore than fun half the time since you just choose the same 4 characters and need to learn 1-frame links to get anywhere with it @_@. Maybe if I didn't have studies, work and social commitments I could really get into it, but as it stands i just don't have the dedication to practice one fighting game for years on end. There is low level button mashing and super Spamming, but thats not great fun either.
Not to mention the controls are just convoluted and silly. THey removed most of the cast's mid-attacks which ruined their game, and replaced them with spammable assists? That's just bad game design. Not to mention all the crazy glitches (which require EVEN MORE basement dwelling and practice to learn).
I guess I just prefer KOF and CVS2 since they don't require such dedication to have fun with.

That Vice was great, and now that I see her in action I really have to say I think she looks excellent, well, in-game at least. Not really crazy about the main art of her still.

I know what you mean about some of the new characters. I dont think everyone needs to look like fighters or anything (Shermie is one of my favourite KOF characters and she hardly looks like a fighter), but some of them do just look silly. It seems like they did add in a high number of children/small girls etc to KOF in a short period of time, which does just make it seem a bit silly. I think they even said that Maxima was added in because they needed a middle aged man to balance things out a bit.
In any event, post 98 still introduced some great characters. K9999, Maxima, Vanessa, Seth, Ramon etc.

It was rarely like this before KOF99, even metrosexual characters like Benimaru are not weak-looking, so that was okay.
Ash looks built underneath that shirt. I can clearly see that he has muscle tone. He has the same build and frame that a character like Benimaru does.
Only difference is, he doesn't copy the style of Jean-Pierre Polnareff.
Look at his backstory, he does not have any interests because he thinks everything is "A bother". =/
Hehe, I've known guys like that before. ^__^ They're usually very soft and sweet on the inside. Ash certainly seems it just from his mannerisms.
A lot of the Japanese fans hate him too.

Some of the NeoMax moves look redone, I think Robert's especially looks great with him surfing on the opponent across the screen. Very much looking forward to this game.

Nooooope! Nobody even mentioned that, silly. ^__^ Besides, Capcom and SNK have proven multiple times that fighting game characters never actually die.

Cool art as always, but I would have preferred they presented Ash as more of disgruntled villain instead of a basic pose and a boring face. He also should have been behind everyone looking in, sort of like Mr X in the Streets of Rage 2 intro!

In terms of Arcades, some American Arcades are getting the game this week I believe, as for console, no word yet.
If KOF XII got an international release, I would put down good money on KOF XIII getting one though.

Just saw a rumour that this will be hitting consoles as early as end of Summer in the US.
Orochinagi.com is reporting some information about the unannounced console release of King of Fighters XIII. Take this with a gain of salt, but according to the report, SNK-Playmore has been playing this one close to the chest to avoid competing with Super Street Fighter 4 Arcade Edition. Now that they have a release date for AE, SNKP is ready to set a date for the console version of KoFXIII for the end of summer or shortly there-after.
They also mention that they understand the importance of having strong netcode, and that online play can make or break their title. The console version is expected to have extras that the arcade version does not, but they were not able to say what would be added at this time. Balance, however, will be identical to the arcade version 1.1.

Looking at Orochinagi.com reveals that the original post has been taken down since the conditions were apparantly that it could be 'talked' about, but not put in writing. It seems like there is some creedence to this story!
