Which SEGA games do you think have the best character creation?

I'm trying to think, but I can't seem to think of anything past Alpha Protocol...

PSO is the only one that I knew of. If not Sega related, I would say Skyrim or the Saints Row series. I haven't played any Sega game with character customization other than PSO.
