Well if an animal has the ability to speak and wear clothing I'd say it's sentient enough to decide whenever or not it wants to eat chicken, pork, beef or dog if it wants to.

What about Tom then?
He has no ability to speak, not wearing anything, and yet he's sentient enough to decide whenever he wants to eat Jerry or not.
Sometimes he choose to eat him, sometimes he choose to let him go, and sometimes he's friend with him.

They're like Pluto then. Sure they have some limited understanding of tools made for higher-intelligent beings but they still behave like animals, IE cat and mouse.

So they're same species but somehow there are some that evolve into higher inteligence (Goofy, Boris Boef) and some not higher (Pluto, Tom)
I guess if they're all evolving the same it'll be like Zootopia then..

Because a meteor wiped out most of them. A rare few dinosaurs still exist today such as komodo dragons.
