While the game looks a bit underwhelming, in person the holographic effect was pretty impressive. I was lucky enough to have played it once at a mall arcade when I was young.

The game : Fighters Megamix for Saturn
The other two characters : Bean The Dynamite and Bark The Polar Bear .

Okay.. since I can't think any of it on console area anymore, I'm going to his arcade games which had three Sonic games with three characters !

The first is SegaSonic The Hedgehog (playable chars : Sonic, Ray, and Mighty).
Since Mighty is Chaotix member so I guess this is not the game.

The second is Sonic Blast Ball (playable chars : Sonic, Amy, and Shadow... Well, kind of)
But since it's a ticket redemption games, so I doubt that this is the game you think about.

The third is SegaSonic Bros (playable chars : Sonic, Red Sonic, and Yellow Sonic)
But since the game is just working prototype and never released officially so I guess this is not the game too.

But among those three, I think SegaSonic Bros is more likely
so my guess now is on that game.

Sonic 4: Ep2 ?

If I remember right (Sonic, Tails and Metal Sonic were playable, but I can't remember if there was a casino stage in that one.

Triple Trouble only has Sonic and Tails playable - the triple comes from the fact that there are three bad guys.

Sonic 4 Episode 2 is a good guess! In the 1 player mode, only Sonic (with Tails following you about) and Metal Sonic are playable. Tails is playable, but only in the 2 player mode. So... it could count, but it is not the game I had in mind. Though it is a better answer than what I am looking for.

Ok I give up. There aren't a lot of females on Sega hardware. It can't be Amy, she is playable in way more than 2 games..
It can't be Sonic Drift..
