Doesn't seem that unlikely to me. Shining Resonance just uses the same assests but with just a generic rendering way (fitting for a seemingly generic RPG - compared to Valkyria Chronicles at least!)
What do you all think?

Maybe it use the same physics engine and the same shade generator for cell-shading

It's possible but I doubt it's the same engine. Shining Resonance actually looks better than I expected, especially the combat system. Odd that it's PS3 only, but I'm guessing the low sales of the PS4 in Japan have something to do with that.
