Hopefully it is more like Bayonetta where the setting being changed gives the boss a completely different feel in every way, and not like how Vanquish just had two bosses at the same time or changed their color and just made them stronger.
Well the first time we see him, you've got buildings around you to give you plenty of cover and will give you a better chance at hitting his weakspots if you get in.
The second time we see him, in some time of warehouse with metal freights with, from the looks of it, only cover to hide behind and nothing to climb up so you get a better shot at his weakpoint.
Admittedly the third and fourth time we've seen him is cutscenes, one where he swings at two of the characters that causes them to slide down a building and the other time in a big open field, where he is timely shot out by an RPG, so not sure if those are actual encounters.
Unless, he's not a boss and just a regular enemy.... and the bosses are even BIGGER!
