To attract new gamers. Nowadayas gamers have short attention spans, for platformer games they may leave quickly to another game if Game Over screen is shown and they had to start all over again.

Water levels aren't that fun... but if it's hot over there as it is here looks like a nice place to cool off.

It does add variety to the game.

yeah but StC-O s considered non canon to StC... or maybe it's "Semi canon"? I dunno. It's regarded the "official unofficial" continuation of the comic.
