The Project Sekai movie will feature a ‘new’ Hatsune Miku, who has not appeared in the game, as she meets characters from Project Sekai and grows alongside them. It is described as a completely original work.
The official synopsis for the Hatsune Miku movie Project Sekai: Kowareta Sekai to Utaenai Miku:
Ichika Hoshino hears an unfamiliar Miku song at a CD shop. She sees a version of Hatsune Miku on the screen she doesn’t recognize and blurts out, “Miku!?” Surprised, Miku meets Ichika’s gaze, but she soon disappears.
Later, after a street performance, Miku reappears on Ichika’s phone, looking abandoned. Upon hearing Miku’s story, Ichika learns that Miku wishes to reach out to people with her song, but no matter how much she sings, it never seems to get through.
Seeing Ichika touch many hearts through her live performances, Miku hopes to learn from her. Smiling, Ichika responds, “If I’m good enough,” and thus begins a new story involving Hatsune Miku and the young characters.

I'm guessing this is a crossover in order to promote Gamefam's other Roblox game TMNT Battle Tycoon.

No, pretty sure it's to promote Tales of the TMNT series since in the link it's said "SPONSORED BY NICKELODEON" and it ended with "And, you can watch the brand new Tales of the TMNT 12 episode event starting August 9th only on Paramount+! 📺".

I just find it weird that, with how long Sonic Speed Sim has been around, why such major crossover event now?
Plus, seems a missed opportunity to have events themed on other Sega IPs if events don't have to be strictly Sonic related.

About other SEGA's IPs, it's more up to SEGA than to Gamefam.
And seems like other than Sonic Team, the rest in SEGA doesn't really care enough about Sonic Sim.

For example, why not have an event in Sonic Speed Simulator that can be cross-promotional with Gamefam's other Roblox games? There's a Military and War Tycoon game, why not a GUN-themed set for one of them?

May be SEGA won't let them.

I mean... is Hatsune Miku a human? A cyborg with internal parts? Some sort of digimon? I know what the vocaloid software is just not sure what a vocaloid person is.

If the Olympics want to shoot themselves in the foot with NFTs, that's their business. I never really bothered with the Mario & Sonic Olympic games much.
But I'm hoping that Sega and Nintendo would find new uses for the "Mario & Sonic" spin-off brand and not just abandon it because off no Olympics. It would seem wasteful and miss out a lot of games that could happen that normally won't.

(I should've called this comic "Burning Britches", it be a more fitting title.
