I could see that happened if it's Tails, but not Sonic.

You probably don't remember, but ages back, such as Legacy-era Sonic Speed Sim, given most fans figured Shadow would be added sooner or later, I suggest Space Colony ARK as a world where he can be unlocked.
Only instead of "Collect 250000 to unlock", I suggested various tasks that truly challenged the player to make them feel like they "earned" Shadow.
Now we got Space Colony ARK, well I dunno what it's like for myself but probably not as good as I imagined it.
Having your wish fulfilled eventough it's not fully-fulfilled is still a nice thing to have.
