May be they have to wait for SEGA's permission or instruction or mandates for events.
And Halloween and Frontiers one came too late so they had a little time to prepare.

If that's the case, shouldn't they ask in advance for future updates?

For example, Christmas is coming up. Gamefam should ask Sega right now if they can do a Christmas update, maybe even begin working on it right now ahead of permisison. Worst case scenario, sega will say "no" in which Gamefam will have to scrap or recycle the event into something else. If they say yes then they'll have plenty of time to work on it when they can next to side-events of collecting 75000 pieces of crap.

All I'm saying is, they knew when Sonic Frontiers was coming out and we all know December is Christmas' month. They can still work on the usual events, just put some available time asside to work on the upcoming major event.
