In my country's eyes, both are big since both Britain and Japan have invaded my country back then.
The difference is most British (and also Dutch & Portuguese) knew and admitted that history while most Japanese youngster didn't even know their past militarists' cruelty to Indonesia.
History is being taught at Japanese junior high school but WW2 or later is the last part of history course where students are already busy for examination of high school.
I don't want to say "sorry on behalf of Britain" because, well, it was long before I was born. And I find it kind of arrogant when citizens of a country use "we" to refer to historic events and battles their country partake in.

Truth be told I can't point to Waterloo on a map. I never served in any war so I think it's unfair of me or any British citizen to use the royal we when referring to British history.
And as a Brit, I can see why some countries out there don't like us. I bet the EU representative only knowother countries by whenever or not we conquered them at one point.
