Help: Calling sprite guys

I know that someone made a sprite banner for SEGANERDS back in the day. Does anyone know how to do them still? I need a (regular sized) .gif of Axel from Streets of Rage (Pref 2) running to the left.

What I will never understand; how the hell can anyone prefer SOR2 sprites over SOR3. SOR3 sprites are simply an enhanced version of SOR2.
