Spotted while someone from Sonic Stadium went to Brand Licensing Europe to hunt info for Sonic's 25th anniversary.

I echo this confusion. Is it saying that, other companies can license these IP's to develop games in the series?

This flyer is meant to entice potential third parties to buy the licenses of classic SEGA games and consoles for use on merchandise. So, like the Genesis/Mega Drive book from Read Only Memory or the Data Disc vinyls or the Insert Coin Clothing wearables.

SEGA seems to have bundled them all into something called The Retro Collection to entice potential third parties. IIRC, the event had some "what if" merch like pillows and wall prints and coffee mugs of the game art.
