Lakshya Digital was recently announced as an outsourcing partner with YsNet for the creation of NPCs in Shenmue III. (As you might recall, Yu Suzuki mentioned that Deep Silver's additional funding was going to enable him to increase the number of NPCs in Choubu from 50-60 to 200.)
