The game has 23 on disc, 24 with Metal Sonic. As is, with the newly revealed character, we have one slot remaining. S0L spoke often about a big fanservice character that has yet to be revealed, though I don't think he has ever referred to it as a "final unlock". Rather, S0L keeps referencing 29 characters in total, and slyly hints that we will not know of all the characters until, perhaps, the end of the year. My guess is DLC, with SEGA holding the key. Thus why S0L knows more is to come, but can't say when.

As of now we have:
23 on disc
1 bonus racer
2 console exclusive avatars (Mii and NXE Avatar)
1 more guest, possibly a PC exclusive

That leaves us with 2 more mystery characters (in addition to the one "ultimate" racer on disc), and add in the third guest and we have that "2/3" you are referring to. My guess is 360/PS3/WiiU will see two more SEGA racers in the coming months as DLC, and PC will see a third guest and possibly the 2 more racers when they hit consoles.

I see, although when the guy said 25 I can kind of believe him since he owns the game (and seems to be disappointed at that).

Makes sense, although if he mentioned that the game would have 25 total with the aim of having 29 eventually it would have made more sense then what he kept saying.

I am pretty happy overall with the roster (unlike some), that I actually look forward to the track side of things as DLC if we ever get it!
Big fan of Claymore, Miria in particular.

And I am leaning on Segagaga as the final racer.

The full retail price is pretty much a discount as is. The game is $40 new, whereas the last game was $50 new and the usual price of games (like Playstation All-Stars and LBP Kart) are $60 new. It is WELL worth getting. The game is said to be awesome gameplay wise, and packed with fan service. Not to mention, boxed games are a rare thing for SEGA. So aside from this you have Aliens and Anarchy Reigns, both due next year.

As for the previous game, since some characters do not carry over and the gameplay itself is quite different, I'd get the first game after this one discounted. For the price of one full game you could get Transformed new and the first game used.

holy shit the music is excellent so far.  The toot toot sonic warrior remix was a real treat!  Hearing that grating jun sunoe seaside hill theme for three games in a row would have been pretty annoying.
