Yeah, it could be. It could be nothing too though. All of this is still just a speculation.
True. And besides, I still got the entire SMD&GC on Steam still. Steam can't take away delisted yet purchased games... can they?
Silly Penders.
Without him involved, even if Ben Hurst pitched his plan probably SEGA would still reject it.
And if Ben made the film alone without their consent, as long as no money involved, they would just treat it as a fan film.
Of course if money was involved SEGA could always send their lawyers, but it's not because of Penders telling them to.
Ben Hurst simply wanted to make it a TV special to end SatAM than anything for cinema. It's believed Ken Penders told Sega he was making a movie for cinema.

For now they wouldn't that, but who knows if they changed their mind someday.

Whether it's a TV Special or movie, SEGA would still reject it if it's being pitched to them.

Experience Review: Sonic the Hedgehog Speed Cafe

Quote
The atmosphere was buzzing with excitement. Sonic the Hedgehog fans gathered to celebrate their love for the franchise. I even spotted a couple of impressive cosplayers dressed as their favorite Sonic characters, adding to the festive energy of the day.
While waiting in line, I had the chance to chat with notable figures in the Sonic community, including Ryan Langley, who runs the Sonic the Hedgeblog on social platforms, and Matt Mannheimer, former owner of Tails Channel. We discussed all things Sonic and shared our ...

Perhaps, but either DiC may bring it up with Sega on behalf of Ben Hurst or Hurst would've been allowed to do it as part of the SatAM series which was already permitted at the time, just needed permitted for another season.

It wasn't permitted anymore after DiC broke their trust.

What are the chances the Speed Café ever setting up in Mid-Wales?

May be it could but the name is gonna be different (not using Speed Café name) because there's one here in near my town from Paramount for a month to celebrate Sonic the Hedgehog 3 movie.
