They're still just names.
Tangle was playable in Sonic Forces and Sonic Dash. Made by SEGA HARDLight, though Ian is most likely involved.
But Sticks appeared and playable in story mode of Mario & Sonic at the Rio 2016 Olympic Games, a game made by Sonic Team themselves, and Ian definitely is not involved here.

True, but now that Ian Flynn is writing stories for the main games, I'm just saying Sonic Tea should be careful with him. Mr. Flynn been writing for Archie comics longer than IDW and he mustn't just shoehorn characters or concepts that would make sense for the comics but be underused for the games.

Ian Flynn is more like "writing dialogues" for the games since the story was already decided.
