That's the difference between manga and comic book characters.
Manga characters always getting stronger wiyh each volume.
Although sometimes comic book characters did that (Iron Man became Supreme Wizard, Kingdom Come Superman is immune to kryptonite) but that's usually far in the future that hasn't happened yet in the current run.
True, I guess it's difficult to keep characters interesting and relevant if they're old enough to have long-spanning continuity. Which is why the occasionally Flashpoint to wipe the slate clean and start afresh.

May be because it's a regional thing so the budget wasn't big. I couldn't find these in my country and there are none too in US.

That is possible. That means they're not just changing the characters but swapped the genders too.
I didn't think much about gender, given I regard the spider former-Rouge and Fly former-Shadow.
For Fly, it looks like they had a gritty grimdark idea in mind for him... kinda reminds me of Disney's Gargoyles. But they probably toned down the grimdark when they settled for Shadow.
As for the spider-girl, sex-appeal was obviously in mind. In HD versions of her posters, you can see she had bigger tits than Rouge.
I imagine Rouge came along afte rthe spider with the sex appeal more toned down.
