Panzer Dragoon is not completely owned by SEGA?

Cook and Beck, the guys behind the recent SEGA art prints, mentioned yesterday on NeoGAF that they had received a response from SEGA regarding making a print for Panzer Dragoon.  The quote is as follows:

OK, for anyone who's been following this thread, I have some answers back from SEGA:

Panzer Dragoon is not an intellectual property (IP) that is fully owned by SEGA. There are multiple rights holders involved. I don't know who (could be Moebius even maybe?) so getting the license to do a print is tough unfortunately.

I thought I'd bring this to the more knowledgeable folk around here, has anyone ever heard of this situation with the PD series? Seems a little odd since PD has made appearances in stuff like Transformed and I think a mobile game or 2 in Japan? not to mention the ongoing Worlds Unite crossover features Keil's Dragon
.  Or is there some confusion from the rep/licensing team?

Maybe the reason it hadn't appeared in crossovers until Transformed was because of rights issues, and only now is some of those issues less prevalent? Or maybe there's simply issues over making official art, maybe Moebius has the rights for that? Anyone's guess, really.

I think there are some wires crossed here honestly... There was Panzer Dragoon art and assets made for SEGA Racing Transformed and in those Sonic/Megaman cross over Archie comics so... Yeah. Something sounds wrong.

Not to mention that SEGA made Orta without the original team or without the creator Yukio Futatsugi . If anyone owned the IP outside of SEGA it would be Yukio Futatsugi and he went on to make a new IP that was a spiritual sequel... for a reason (he doesn't own the IP).

16 members of the old TA Team worked on Orta. SEGA own the IP the only trademark they do not own is do with the Game case artwork for the 1st Game in Japan .

The thing is that we never see any mention of other companies involved in the copyrights for the previous games. So this seems odd to me, especially the fact that multiple right holders would be involved. I'm guessing they might indeed be referring to some of the artwork specifically, but how does that make it a problem to create new artwork?
