Phantasy Star III - Double Walk Speed Patch

A patch to double the walking speed of your party in Phantasy Star III, thus bringing it in line with Phantasy Star IV (And basically any 2D JRPG released in the last 25 to 30 years.).
Given that the game has lots of walking from place to place with a dash of backtracking, and not a lot of ways to circumvent that for anywhere between 60 and 80% of the game depending on the path you take, the increased walking speed makes the game much less tedious in the author’s opinion!
