So I found these three very old SegaCD projects that look to be full games (albeit ports), despite being on a ROM hack site:
Riley's Letter Recyclehttps://www.romhacking.net/homebrew/83/The Sega CD version of Riley’s Letter Recycle written for bgvanbur’s four year old son, Riley. It has 1 and 2 player modes. The objective is to get the letters to spell 3 letter words. Each level plays in a different way: overhead letter pick up, recycle truck surfing, letter catching, recycle truck driving, and platformer style letter pick up. A hidden level select (by spelling a 3 letter word on the title screen using ABC) has access to 4 additional platformer levels.

Tower Tic Tac Toehttps://www.romhacking.net/homebrew/64/Tower Tic Tac Toe (Sega) is a port of Tower Tic Tac Toe to the classic Sega CD, created using a TinyBASIC compiler called “BasiEgaXorz” (BEX), created for the Sega CD during Fall 2013.Unlike the original PC version of Tower Tic Tac Toe, this version includes music and sound. The sound effects are generated by PSG, and the music is generated by CD audio. Also, the game has a few more options (in order to toggle music and sound effects), and has an EagleSoft Ltd FMV sequence.
