Added Tempo (Port) for SEGA Genesis/Mega Drive

Retroplayingbcn.es: "We're still polishing the Tempo Port for the SEGA Megadrive. Still a ways to go. But things are progressing nicely already.
There's a lot of code that was written in 6800, but what's being done is porting all the SHA2 instructions to 6800 and redrawing bosses, routines, etc., and the problem is the audio stuff, which is mostly done but not the voices, and the backgrounds, which are really crappy in quality."
