They may be equal in 2D version but in 3D version unfortunately Ninja Gaiden has moved forward so far compares to Shinobi.

A match up between Joe Mushasi and Ryu Hayabusa does seem unfair. Especially given Hayabusa uses advance tech along with ancient ninjutsu.

But what about Ryu Hayabusa vs Hotsuma?

Oh yeah, that's more fair.
I wonder if Ryu Hayabusa from the classsic NES Ninja Gaiden series and the modern games are same person or not.
For the original 1988 arcade and classic NES game, Ninja Gaiden series is set in a retro-futuristic version of the 1980s but the subsequent modern series started in present times (2004).
I know Hattori Hanzō (whose name are used in various games) is a name passed down from one person to another.
In real life, there's a total of five people in history have used this name.
But Ryu Hayabusa doesn't seem to be the case.

I believe they are the same person, but given ninjas wear masks, we'll never know.

Actually he did show his face without mask, but it's still hard to tell other than knowing at least his hair's colour is same between 8-bit and modern version.

He has golden eyes? Maybe that's a trait that confirm they're the same.

Vibrant green coloration with a slight golden hue. Yeah, same person then.
