Official or unofficial?

Unofficial all I could think is SSBU Sega Sanhiro Mod
But it's far from finished

https://gamebanana.com/mods/192467

Or figure of him, but no model to be found.

Or M.U.G.E.N and Sonic Robo Blast if it's 2D.

I don't know about official ones.
I don't mind if unofficial or not, would just prefer a 3D model I can attempt to port to GMod or SFM given I would love to play with such a thing on SFM. But the workshops are lacking.

I don't want to use the SSBU mod because it's just a reskin of Ryu from Street Fighter and too recognisable. Besides Sanshiro has more hair, a face that shows both strength and age but kindness and wisdom and a judogi that's in better condition, with sleeves.

There are only two games that I know of that had a 3D model of Segata Sanshiro.

Rent A Hero (Sega Saturn remake)

Segata Sanshiro owns a dojo in the game and you can train with him.

Sonic & Sega All-Stars Racing

He cameod on the "Race of AGES" track wher ehe is seen riding the missile of his supposed death.

Why I want this model...
Simply put, to mess around with on SFM and GMod. I know how to import models to .SMD on Blender, I just need the model itself to work with. Usually I use The Model Resource and deviantART to find the models I am looking for but if they don't have it I'm stuck.

No, he doesn't show up in Shenmue.
The most famous cameo I think is Dynamite Deka (aka Die Hard Arcade).
Its deadline Mode allows us to play as Segata Sanshiro and beat the entire game under a certain time limit.

I did not know...

*Checks YouTube videos of Dynamite Deka Deadline Mode*

Oooh that model would be perfect! But alas Dyanmite Deka is not on Model Resources.

We are dedicating February to Kenji Eno, the game creator and founder of Warp.
Eno passed away 8 years ago and left a brief but impactful legacy on the game industry.

Kenji Eno Broke New Ground for Video Games

Quote
Eno's use of limited edition runs was unheard of in Japan at the time.
“There's a disconnect between Japanese developers and fans in the ‘90s … and it was uncommon for developers to interact with fans,” explains George Perez, founder of SEGABits.
