Sometimes I wonder why PSO2 won't just allow nudity by now. I mean it's a 17+ rated game, with "partial nuidity" but some of the articles of clothes is really just beyond partial to barely covering the essentials and at times it feels like PSO2 is daring the users to be as scanty as they can. Like, I know there are some who don't want to see that stuff, but I don't see why not have the in-game option to set default innerwear to invisible or not.

Martial Arts Gi- Sometimes I think about roleplaying Segata Sanshiro, though I don't know nearly enough japanese to pull it off.

Since this game was made in Japan and targeted for Japan first, full nudity would be hard sell.
'Almost nudity' is the way to go, since showing nipples or private parts would be a suicide there.
Rating in Japan worked differently than in western.

I myself prefer this partial nudity than went full nude, 'cause it's more SFW to play.
Well.. it's still considered NSFW, but not 'that' NSFW.

Don't get me wrong, I know there are PSO2 players who like the game itself than would rather see NSFW stuff on it and may be disuaded by it. But some of these articles of clothing are barely NSFW. Heck I've sene symbol art that's full-on 18+ NSFW and I'm like "Isn't there any quality control over that?" (Though given how difficult symbol art is I can't help but be impressed with the quality they achieved with basic shapes.) I myself am neither for or against it. I just think PSO2 should be more clear-cut on the matter, I find it hard to clearly see what PSO2 is going for on what kind of behavior it expects from it's communirt and what is acceptable. Not only is there scanty clothing, but there is emotes for sexy posing, pole dancing and one that I think is hog tying.

PSO2 was also sold physically in Japan (with lot of exclusive bonuses of course).
Many game stores refuse to sell CERO-Z rating games and the ones who sell them wouldn't want to put them in display.
That would be suicidal for the sales of the physical version.

I guess, it's just some of the fashion and innerwear available in the game teeters on the edge of lewd and NSFW already. And checking the ESRB for the western release for the game it is rated Mature which is just before Adults Only so that's probably the highest they could rate it for a game with naughty bits.
