Not that I aware of.
This year there's a Shenmue Fan Game (titled: "Shenmue: Back in Yokosuka") but it's not for PC.
It's for SEGA Saturn and it didn't have Christmas theme.



Before that there's also Shenmue Quiz Challenge Fan Game too for SEGA Saturn.



Plus "Saturn vs Playstation" Fan Game. Also for SEGA Saturn.



Still ... No news about Dream of Saturn 3.0.

The video teases a variety of minigames, from mundane activities like dishwashing, through to a Street Fighter-style arcade cabinet named Shenmue Fighters. It also looks like you’ll be able to buy and wear different outfits. Surely this isn’t AI?
There is a flashback scene towards the end of the trailer which looks suspicious, but other than that this all looks consistent with the tech Ys Net built for Shenmue 3.
The copyright information at the bottom notes that this is a work in progress and, if real, that creator Yu Suzuki’s company is once again licensing the franchise from SEGA.

I want to say "real" given Ryu's plaster is still on the left side of his face and correct number of fingers etc, but given it's a "leak", I can understand the doubts of it. Especially if Sega is producing it after Shenmue III was an independent sequel.

If the Shenmue franchise is back with Sega, maybe Sega will release a DLC for Shenmue III, collectibles other than sports equipment, household items or clothes.

In Shenmue I-II, collectibles based on Sonic and iconic Sega memorabilia.
In Shenmue III, colelctibles based on various balls, rackets, shoes, hats, chairs... ¬_¬

I know Yu Suzuki wanted his Shenmue series to himself, but it's just not the same without Sega.

True. The figurines were a bit of an in-game gambling gimmick. As in, try to get a complete collection, but end up getting sames. They could've changed it up for Shenmue III with... i dunno, an in-game trading card game, with ¥100 per booster-pack. Ys could either make up their own brand of collectible monsters or warriors for these cards, or, if they had Sega rights, the cards can have Sega All-Star characters.
