I have no idea... the only wild guess that comes to mind is Resident Evil: Code Veronica... which I actually played, but don't remember much about for some reason.

Nope. It's not RE: Code Veronica. This game is published by SEGA, not by Capcom.

I want to say either a Resident Evil game or a House of the Dead game...

Nope. the game is not from House of The Dead franchise.

I'll give you one more hint.
The first hint, already stated before, This game is published by SEGA.
The next hint is.. This game is NOT released on SEGA's console (Dreamcast/Saturn)

Total shot in the dark here, but...I'm gonna say Enemy Zero? I know it was on Saturn, but it also had a PC release, so I'm not sure if you're counting exclusive or just was on their hardware.

Nope. This game never came to PC.

The Conduit

Nope. This game never came to Nintendo's console or Android/iOS.

So.. Based on what's stated before, we got a fourth hint :
This game was released on Sony's console.

Okay. I'll give a lot of clues this time so it'll be a lot easier now.

This game is the final of the trilogy.
Actually I won't call it a trilogy since each of the three games were developed by different developer, but I understand if some would call it a trilogy since there are only three games of the franchise :

The first game of the franchise is an arcade game that has been ported to various console.
The second game of the franchise is a Nintendo's handheld game.
The third game of the franchise (the screenshot was taken from) is a Sony's console game.

Okay, I'll add next clue... That Sony's console is PS2.

Apparently it is pretty bad. I'd love to have a firsthand opinion but it never released in America, just Japan and Europe. So I guess that says a lot about the quality.
