I think if Sega wants to experiment with the VR scene, there best bet would be a "Sega Superstars VR" game, though if Cosmic Smash will be made for PC and console VRs then that's still a good way to go.

My concern is Sega will have tunnel vision all over again. People will say "The VR is good but the game is not" or "The game is decent but the controls/VR holds it back" and Sega will be like "Well clearly this is just a bad game. Instead of making it marketable let's just pretend it never happened."

But, if they made "Sega Superstars VR", a series of mini-games that's more experimental with what it's market for over reliant on it then not only would the audience not quickly be put off by it but Sega can gauge feedback and response for it as well.

Though if Cosmic Smash will be released, I think it would be best if it had limited marketing and low expectancy. I mean Cosmic Smash doesn't look too different from wall squash but with targets. They're not making a Shakespeare VR game here.

It's good they're not abandoning VR because of a few bad shots in the dark. Wood & Wolf wouldn't of been my choice given they mostly made enclosed-space VR games but I heard The Exorcist: Legion, one of their exploration horror VR games is good.

I firmly stand in the believe there is a large audience for the VR market. The only issue is most game developers don't really know how to make VR games. The ones I played are usually sandbox or encased area sort of games.

For example, "GoldenEye VR", it's not a fan game... (I think) but a mod recreated for various VR games such as Palvov VR, Half-Life: Alyx and BONEWORKS. GoldenEye was an N64 game and considered one of the most cult-classics of the 007 games and fans have made attempt to VR it.

Another example in mind is the original Wolfenstein game which had a fan-remake in VR.

So if it comes to lack of creativity or originality it's not like there isn't a lack of past games that are not ideal for VR.
Heck I've had lots of fun hours playing Garry's Mod with a particular mod called "VRMod", it does exactly what it sounds like. I've replayed old maps I haven't touched in awhile for fun, more immersive experiences with VRMod, or use VRMod just to explore maps for fun.
