There is hope for movie adaptation since Outrun and After Burner franchise are still alive, at least in the form of remakes.
We got SEGA AGES Outrun for Switch and 3D After Burner & 3D Outrun for 3DS not too long ago.

How would you imagine a movie aaption of OutRun and AfterBurner to work?

The best I can imagine is a reference in Sonic's movies and that's about it. Maybe with Tom Cruise as the pilot to AfterBurner.

About this game, there are two version of these game girls in  404 GAME RE:SET.
Anode and Cathode.
(some kind of Light and Dark may be)

For example when the Anode version of After Burner-chan said :

"We are representation of Justice.
We will protect you."

the Cathode version of After Burner-chan said :

"Why is everybody so weak?
I'm gonna make a world where everyone has a weapon and be able to fight for themselves."

Will there be anode and cathode versions for each character?

I dunno, Italian Job was more about crime and car chases. While OutRun is about over taking other cars the game was more emphasis about the journey than the race.

I would make it more of a "road trip" movie (not Road Trip movie), just a movie about travelling on the road... Which I admit wouldn't make much of an interesting movie. Can't say it be worth it.

But this is why I'm not against the idea of a Sega Cinematic Universe, because even if AfterBurner or OutRun is not enough on it's own for a movie, with the right cameos or crossovers it might have something it can build on, such as the navy in AfterBurner being part of GUN or something.

Sonic games have enough original material to make a decent movie out of it. If they wanted to they could of made it like the upcoming Mario movies and be more game-accurate.

Who knows someone could be inspired by After Burner to make a movie out of it.
Very small chance but who knows. But yeah, for now watching Top Gun is the most closest thing we get to After Burner movie.

I was thinking that may be the car was secretly a sentient being like Fantasy Zone planes, but Transformer movies already cover that.
