But I bet if I can figure out how to overlay Shenmue II's map of Hong Kong over Google Maps I bet I can find a library in the district.

The story would be very different if it's happened when Google Maps was already exist.
That meant the timeline would be a modern timeline where Hongkong became part of China already and smartphones exist.
Ryo would have just google about those wude things.

Surely most of the roads and buildings would be the same back then as GHoogle Map has it now.

Roads and buildings sure, still what buildings are for could be changed.
At least my local library has already moved to another place.
Many gamestores and arcade centers have gone too.

Just need to use google maps, or at leasta  modern map to compare it to Shenmue II map and then check what those buildings were in the mid-80's.

May be you're right. I went to Hongkong once and the country, uh I meant, the autonomous Special Administrative Region (SAR) of China was relatively small so very little chance that the libraries moved to another places.

I found the temple for Shenmue II but the gate area is a bit different from what I expected.
