Frogger, Bubble Bobble, Dig-Dug, and Bomberman are rarely considered as puzzle games.
They're usually placed into arcade action genre.
Puzzle games usually are with gameplay that's more like Tile-Matching, Logic-and-Deduction, Point-and-Click, Escape Room, or Hidden Object.
Example for Tile-Matching puzzles are Tetris, Columns, Soldam, Bejeweled, Magical Drop, and of course Puyo Puyo.







Chuchu Rocket series somehow was considered as puzzle because we didn't directly control the mice (unlike Frogger, Pac-Man, or Bomberman where we controlthe character).
We control the placement of arrow buttons instead.

Would Pengo fall under Action arcade as well? 'cus I think it has the same style as my mentioned examples.
I already played them a lot back then till the point I grew bored of them.
But still love to hear their soundtrack though, especially this one:

Yes, so that's why I don't think Puyo Puyo or Chuchu Rocket could be replacement for Pengo.
From SEGA ... Flicky, Teddy Boy Blues, and I'M SORRY are also action arcade games but I don't think they are more popular than Pengo back then.

Yes for the first one, Sonic Rush OST was composed by Hideki Naganuma who's famous for Jet Set Radio.



But the sequels are not. (Rush Adventure's was composed by Tomoya Ohtani while Colour DS' by many composers)

Some trivia about Hideki Naganuma: he applied to work at Nintendo twice, and was shot down both times.
They said that there's no position that he can display his ability to the fullest.
