They had City Escape for awhile. I even scored high score with it as a race track. I even played the World of it.
As for chao gardens, they will never have it, on account chao are already pets in the game and are upgraded via machines that cost millions of rings. If players were to raise their own pets, that would take away means of making money. Unless they make chao gardens more time-consuming than they were in games to make up for loss in time it takes for players to collect billions of rings.
