Flying Bark Productions? No, but they have made such cartoons as Rise of the Teenage Mutant Ninja Turtles and Moon Girl and Devil Dinosaur, these two cartoons are set in American urban environments but still display them as colourful and vibrant locations. Not only that, but the animation style is very fluid and can be very active for action scenes. I think if there was ever a Jet Set Radio cartoon series to appeal to both Japan and western audience, then Flying Bark would be the way to go.

Yeah, I can imagine it working well in style for Jet Set Radio.That or Madhouse with Takeshi Koike as animation director.
