Still rather OOC of them given how much they love Sonic fan games.

Okay, may be takes example of Capcom, Bandai Namco, or SNK Playmore then.
They're really chill with mods or M.U.G.E.N characters and stages using their assets.

Different kind of mods. Mods that affect gameplay (to the point of cheating in online games) yes, but not mods for characters.
