Sorry, I've checked again and turned out I'm mistaken.
That bribery thing is just a meme joke that's somehow got taken seriously for some.
The developer never promised players to give the primogems if they won.
They gave the primogems to celebrate the nomination, it doesn't matter whether they won or not.
What they said:
