All these mandates I've been hearing on Sonic just doesn't sound healthy for a franchise.
- Sonic may thumble, but he must always win.
- Sonic can never show extreme emotions, such as crying.
- Characters can not have relationships unless previously established... also, no more SonAmy!
It sucks there to be mandates on character creation if players can't make their OCs efficiently with it.
Yeah, and mandates about Shadow is much worse which made Ian Flynn didn't want to write story about him.
Still pretty sure mandates on Nintendo right now are worse than this but then again Mario doesn't have a long running comic or TV series.
It's easier to control them.
What's the point in Sega being supportive of the mod community, if the mod community makes content that goes against their own mandates? Like big-titty Rouge or rehauled versions of Sonic Forces where it is an actual good game?
The one who's supportive of mod community is SEGA of America, not SEGA of Japan.
SEGA of America and SEGA of Japan actually has different opinions of mods community, that's why it took so long to convince them to bring Judgment to Steam.
They and Johnny & Associates (Kimura's talent agency) feared that releasing the game on Steam would allow fans to create inappropriate or altered mods of Takuya Kimura’s likeness, damaging his image.

SEGA of America is known to take a relaxed approach to fan-made mods for the Sonic on Steam, generally allowing them as long as they are not monetized or sold for profit.
In Japan most SEGA games that sold well were in consoles (and mobile) so SEGA of Japan don't really care that much about mods until Judgment. They only care about piracy, hence why they still use Denuvo even fans hate it.
