Unfortunately no. It's just from discussion in Facebook group 10 years ago, who got comment from an ex-SEGA saying Sonic Boom was a chance for SEGA of America to have more control over the brand's direction.
I don't think it's up to date with current condition anyway since Ian Flynn has suggested that in recent years, some of mandates have slightly eased up.
For example back then characters cannot change their wardrobes or wear different clothes but right now Sonic and friends wear many different outfits in Sonic Dash, Sonic Sims, Forces Mobile, and Sonic Rumble Party.

Yes, Takashi Iizuka himself has indicated a desire to move Amy Rose beyond her traditional role as just "the girl who chases Sonic".
Speaking at a stage interview at Brazil Game Show, he said he wanted to showcase more on Amy's strength, leadership, and independence, treating her as an equal to other characters.

I understand that, but in doing so, they just made her more of "the girl" of the group than anything substantial. Why not just bite the bullet and have Sonic and Amy as a legit couple?

I don't know, may be they're imitating Nintendo since even Mario and Peach wasn't a legit couple.
Nintendo describes them as "good friends", who support each other, rather than a romantic couple.
This approach keeps the iconic duo in a platonic "friend zone".
