Well, the thought came to me when I read that Shinobi was originally meant for the Dreamcast, not the PS2 and how Seaside Hill was still lumped with the Dreamcast-era of Sonic games.It also got me thinking of Shadow's game which my gut feeling sys they recycled Sonic Heroes to make that game, as well as the fact it's a sixth-gen console game.

We have to remember that Sonic Team and SEGA are different entities.Sonic Team could treat some sixth-gen console Sonic games as Dreamcast era but that doesn't mean SEGA treat that way too to other games.

There's almost no difference between pre-Sammy or post-Sammy. Sammy let SEGA made any games SEGA wanted (just like SEGA did with Atlus).They're not overprotective parents like Nintendo.
Sammy still butchered Sega and turned them into a Frankenstein subsidiary, so not exactly the same as before.
That's just your opinion, a Frankenstein subsidiary wouldn't be able to produce fantastic titles such as Yakuza and Valkyria Chronicles series.
