I'm pretty sure Dimps (the developer) could make it 3D if the time's enough but that game was made in tight time constraint.
It was also transition for Dimps from 2D graphic to 3D graphic.
We know later they succesfully made Sonic Lost World (3DS) with 3D gameplay afterall, which was also one of 3DS games with the most beautiful 3D graphic.
Yeah, but still, they could've given a bit more thought in the N3DS version of Sonic Generations.

For example, I would've stuck with zones from handheld Sonic games.

It would limit the sense of nostalgia.
Just because they played 3DS doesn't mean that they played Game Gear/GBA/NDS too in the past.
They might have played Genesis and Dreamcast in the past instead.

It's not about making sense, it's about selling the game.
Console gamers (who some of started to embrace handheld gaming) were still bigger target market than handheld gamers.
More people playing Sonic in Genesis and Dreamcast than in Game Gear and NDS.

I guess so. Though, I still think it would've been a good idea if the N3DS Sonic Generations used zones from handheld games. Even if the players are not that familiar with them, it would still be in both tribute to these old games as well as encourage those players to look up the oldies.

Yeah, if the game wasn't made in tight time constraint, I'm sure Dimps could include both from consoles and handhelds.
That would be unique and ideal.

Rayman 3D, one of the launch titles for 3DS, is a port of Rayman 2 for SEGA Dreamcast so most likely yes.
But Rayman 3D's downgrade of Rayman 2 in every aspect (other than 3D feature) so probably the port would be worse than the original.

I see. Kid Icarus: Uprising looked like a lot of content for an N3DS game and got me thinking if Sonic Adventure could fit on an N3DS cartridge.

I think the problem is the 3D feature.
May be it would easier to make from scratch to accomodate the 3D feature than adapting an existing game to have it.
