It's really depended on the deal.
Yu Suzuki's Air Twister was released as an Apple Arcade timed exclusive published under the subscription service, meaning Apple funded or commissioned its initial development as an exclusive, though it was developed by Yu Suzuki's studio YS Net.
So the deal is only timed exclusivity.
After its timed exclusivity window ended, it was coming to consoles and PC.





The deal for Puyo Puyo Puzzle Pop, Chuchu Rocket Universe, Sonic Racing, Samba de Amigo: Party-to-Go, Sonic Dash Plus, and Sonic Dream Team sadly weren't timed exclusivity.
They are really exclusive on Apple Arcade subscription for iOS, iPadOS, macOS, and tvOS.

Worse, since it's not timed exclusivity deal, they won't be on Steam, Android, or any consoles. Ever.
Well, legally they still can release it with making them a kinda "different" game by adding few things in the game and changing the title into Sonic Dream Team Plus or Puyo Puyo Puzzle Pop EX but I doubt SEGA would go that route.
