Toddlers are still kids.

Part of age range of kids, yes, but their behavior don't represent kids for all ages.
A toddler is typically between the ages of 1 and 3 years old who is learning to walk and navigating rapid physical, cognitive, and emotional development.
The thing that toddlers found scary wasn't always carried over when they grew up.
My son's used to be afraid of fireworks when he was toddler but not anymore when he was pass beyond that age range.

That's right.
Sometimes when a toddler is still being carried by parents, people refers them to as a baby but it's actually wrong.
A "baby" is an "infant" from birth to 1 year, and a "toddler" is from 1 to 3 years old.

So still technically a kid. Too old to be a baby but too young to be a regular child, but still a kid.

My reply is just commenting on the photo you attached which I thought is not representing "coulrophobic kids who cry over clowns", it's just a usual toddler who's gonna cry with almost everything they don't familiar with.

Well, clowns do seem a bit "off" regardless how old you are. I'm not afraid of clowns, but I do find them weird. Not ha-ha weird, more like freaky weird.

Indeed, but a clown is not just a costume, makeup or red nose, but a way of performing that emphasises physical and visual play, usually in a circus play or carnival. In my childhood, there were only a few horror movies with clowns so clowns were more represented hilarity we saw in circus or carnival.

In a way though, clowns, especially ones that use magic tricks, also present themselves as freakishly coloured people who can defy reality. Such as fitting twelve clowns in a Peel P50.

There is also the theory connecting Nephilim to clowns suggests that the ancient, giant offspring of fallen angels (Watchers) and humans, as described in Genesis and Enoch, were the original, terrifying inspiration for modern clown figures. Proponents, notably Paul Stobbs in his book The Nephilim Looked Like Clowns: Volume I: The History, argue that Nephilim had pale skin, red hair, and blood-stained faces, which evolved into the makeup and costume of modern clowns.
