No, not about AI.
Beck (Mighty No. 9) was the successor to Mega Man which Keiji Inafune may have full control over.
But what's the point if it's not well received.
It did bomb pretty badly.
Phillips CD games weren't also for PC. It's for CD-i game console.

Yes, that was released for PC but also in NES and SNES too.
Not published by Nintendo though, it was developed and published by third party (The Software Toolworks and Mindscape)
Kinda like Mario and Rabbids series or those CDi games.

It's either a very rare thing or a mistake.
I mean it's called "Game Boy" in the front of the name.
Isn't it more making sense if this pheripheral released for Game Boy instead of PC?
