Yes, they are from same race, had similar appearance. Different color may be, kinda unsure about that.

So he might not be based on Sonic? I just trhink that it might be likely he isn't. I mean sure he roughly has the shape and assosiated with a speedster but I think I need more confirmation.

It could be the writer didn't based him off Sonic.
But the illustrator certainly was.
The eyes and the mouth were very Sonic-like.
