So I could've just waited, instead of buying the DLC like a chump?

This "Blue Star" one was already announce to be free, it's just only released right now.
Also there are already a lot of extreme gears in the game, missing one actually doesn't mean anything much.

Depended on what you buy.
Minecraft Pack?
SpongeBob SquarePants Pack?
PAC-MAN Pack?
Or Additional Pack?
The last one contains Sonic Prime Character Pack (and Werehog Pack but only for pre-order for digital / day-one edition for physical) with early access for "Blue Star" Extreme Gear.

It's indeed rather confusing with the difference of pre-order or not, digital deluxe or not, physical day one or not.

Well, DLCs are either free or cheap, so not like it'll be an issue for me.

Back then, we didn't had DLCs or "patches". When a game was released, it was expected to be of top-quality as it is. If it had any errors or mistakes, that's the developers fault. Now days games often have "patches" which excuses developers from bugs and errors.

And while we didn't had DLCs back then, we had expansions.

(And every "third version" Pokémon game since.)

DLCs are pretty much the same content, just shorter and cheaper.

Well, expansion still exists as a form of many DLCs form.
They usually called it Expansion Pass or Season Pass.
Usually it consist of many individual DLCs that's not released yet but we could get them cheaper than buying the individual DLCs separately if we buy them.
Still if we are a "patient gamer," we could wait for a "Complete" or "Game of the Year" edition later which consist all of them.
